The best tactic is patience.

You're absolutely right. This might be a sign they are touching up the final things needed to get the site up, but this part is the most laborious indeed, and it might be months before the page is back online.

For starters, the last time the website closed and the previous relaunch, there was a wait of three years to get it back. This was mostly due to two factors: the new layout, which was completely remade from scratch, and the decision to include that sheer number of new and remastered material. This time, even with the server failure which led to the site going offline, they have the advantage of having most material and surrounding content already, but no word on what next. Worth noting it has been already a year since the site has been offline, so, even if the SPARK front page says they might be ready to relaunch the site, it might not happen as soon as needed, but they have already advanced a long way.

But, as you said, patience is important.
